There is no reason -- IIRC, those limits were already there when I
changed the code to use the new "XXX mm" spin-boxes. You can change
them from the source...
BUT, the 'increments' panel does not do anything. This is a longstanding
bug, which has gone unfixed because nobody has taken the time to decide
what to do for default values (and limits), now that we have a plethora
of different units to choose from.

There is a way to change the increment values through the command prompt
(accessible by pressing ':') but I cannot recall what it is off the top
of my head.
