Oneiric's feature freeze was August 11th, and prior to that - automatic
imports from Debian were frozen on June 30th. The latest PCB release
came over a month after the feature freeze, on September 18th, so we
were just too late. The previous PCB release (20100929) shipped with
Oneiric.
I have got around feature freeze dates for Ubuntu before for gEDA by
getting an unstable release packaged up and included prior to the
feature freeze, then updating to the stable release after the freeze,
but doing so takes a lot of work and organisation. In the case we did
this before, there was a clear plan to release, and enough developer
activity to ensure that a working stable version would land before the
final freeze deadlines. This was also for gEDA, not PCB - which was at
the time operating with a stricter release policy.
Probably the best solution we have is to take the latest Debian package
for some 2011 release and build that in a PPA for currently supported
Ubuntu versions. There are a few bugs yet to clean up with the last
release, so we probably ought to wait until the next (hopefully still
2011) release before we do this.
