Firefox emulates it by drawing an animation for each quanta you scroll.
Sadly Xorg doesn't actually support the high-resolution valuators
required to do it properly yet.
I did a bit of digging, and it turns out that proper Xorg support will
likely land in the Xorg server 1.12 release. See
