I don't think this is a windows-specific bug; we've never really dealt with the problem of "what is $cwd when you run pcb?". If you invoke pcb from a GUI, either by running it directly or by opening a layout, Is the "expected behavior" to make the board's containing directory the current directory? What about if you load a new board from within pcb, do we change directories? I think this also affects the paths to schematics we store in a pcb for import; what are the paths relative to?
