pcb-rnd allows you to decide if you want a solder mask aperture or not
for any given via (padstack) by defining a suitable shape in the
corresponding padstack prototype.

Also, pcb-rnd now allows distinct via (padstack) types (prototypes) to
be associated with individual route styles ( i.e. see
https://archive.org/details/pcb-rnd-octa-via )

If all of your vias are identical, a fab may assume you want them
untented, or conversely, may assume you want them tented. I have had
the same gerbers exported from gEDA PCB come back tented on one
occasion, untented on another, possibly from different fabs.

On recent orders with gerbers exported from pcb-rnd, Seeed Studio
checked if I wanted particular vias or mounting holes tented or not,
i.e. checking that the solder masks were to be done as
requested/defined in the gerbers.
