There are two things that play a role

1) the lines drawn on the outline layer define the board extents of the
exported gerbers in due course, and these can be placed well within the
visible working area; i.e. you don't have to make the visible working area
the same size as the intended board, it can be bigger, allowing parts to
overhang the board margin defined by outline layer lines/arcs.

2) the "diamond" which defines the centroid/reference for the footprint
component dimensions does not like being moved beyond the edge of the
working area. Poorly constructed footprints (assembled carelessly with a
final click falling outside of the selected components) may have a diamond
well outside of the parts of the footprint, making the footprint almost
impossible to place near edges of the working area.
