I am the lead developer of pcb-rnd, so I can only talk about pcb-rnd here.
The mechanism there is:

1. become an active user (of pcb-rnd)

2. report bugs, contribute (non-coding), build up some good reputation

3. request a feature

4. get your feature implemented

5. test your new feature, provide feedback, get bugs fixed

I've already checked the thermal-on-pad thing a few months ago, it's not
very hard to do, but requires a lot of user testing.

Igor2
