it does.  Maybe you downloaded the compressed repository snapshot from 
GitHub instead of the release tarball?

The `master' branch of the Debian source package does indeed not contain 
the configure script for some reason.  However, Debian source packages are 
intended to be built with dpkg-buildpackage or debuild[0]; maybe this sets 
some configuration parameters which are necessary for a successful build.
