Official packages are available from the ubuntu repository:

It seems your ubuntu install is too old - first pcb-rnd package appeared=20
in from 17. So you can either upgrade your ubuntu, or install pcb-rnd from=
=20
source.

Source installation is standard: download the source tarball from the=20
pcb-rnd web page, install dependencies on your system (e.g.=20
libgtkglext1-dev), then ./configure; make; make install.
