More likely, some packager decided to "fancy it up" a bit and "pcb designer" was the description, then someone else thought that was the name, etc. BTW there is a commercial layout program called "Allegro PCB Designer" - by Cadence. And "Orcad PCB Designer" by Orcad. And many other "Foo PCB Designer" packages. But gEDA PCB is just "gEDA PCB".
