It's been a bit since I last used pcb. This may help. In the directory
where I keep all the files for the board I'm laying out I have a
configuration file called project that contains

and another called gafrc that contains

(component-library "/home/stan/Artwork/Ian_sym")

I seem to remember these being needed to find raw footprint.fp and
aymbol.sym stuff.
