That's a rather old version, but might be a good starting point.

Tons of extra features, importers, exporters, kicad compatibility. There's
no short list, only long ones as we are announcing a new minor feature
almost weekly.

Yes, we even have in-place editing GUI support for that, you just grab the
arc endpoint and move it. You can change both the angles and the radius
that way. So you can start with a 90 deg arc then just extend/shrink it
with mouse actions.
