If you're digging into the code, geda-user is probably a better forum,
but...

The layer grouping itself is in src/globa.h as LayerGroupType.

A search for "LayerGroups" (case sensitive) in src/*.c will
show you everywhere it's used... it's a lot :-)

misc.c is probably the best starting point, where the functions that
manipulate it are.

The menus are handled separately by the various GUIs (src/hid/gtk and
src/hid/lesstif).
