You might want to consider some of the asus eee PCs box202, 204 and 1007. They meet your requirements for < 20 W. So will Mac minis. I've been running them as web http servers, cloud servers, and fax servers/fax to email gateways I recently ported the fax servers to beagle bone and in process of porting owncloud to the new raspberry. Slack and Ubuntu server are my distros of choice. Good luck. My fax server also runs my home automation sw.
