If you want to modify project configuration options, then also put a gafrc in the project folder. Put your downloaded symbols in a folder in your home directory or project folder, so you can easily backup those symbols. Using a system folder somewhere under /usr/... is a bad idea. As an example use this in your gafrc: (component-library "~/.gEDA/symbols"). Place the downloaded symbols in the symbol folder.
