collect2.exe tries to create file which is incompatible with MS-DOS 8+03 filename restrictions 
(somthing.cdtorc and something.cdtor.o). It is not surprising that it works with LFN available.

I'll try to build new gcc-9.1.0 packages soon


Meanwhile one can replace collect2.exe with
