This is because coff_64k_relocation_enabled is in init.c, __DJGPP__ is
not defined (because this is a cross build), nor are COFF_GO32* defined
not as far as init.c knows, as those are defined only in coff-go32.c and
init.c cannot know such a thing.  I do not have a patch for fixing this
mess, yet.
