I have no problem compiling with DJGPP and running the program
under native Windows 7 in a standard Win7 command prompt --
it's however Win7 32bit, which still supports 16bit applications,
contrary to Win7 64bit which doesn't support 16bit applications,
and the compiled program has a plain commandline interface, no gui.
