I guess nobody ever needed unexec on DWARF to work when COFF was
sufficient.

It's obvious that GCC 4.5.0 broke some stuff, but that's also when
they removed support for "generic" COFF. I know DJ wants COFF support
to always be present, but clearly ELF support in BinUtils + GCC takes
much higher priority. But I don't think we can gather enough steam to
do much about it.
