Does it work to say

  mkdir emacs-23.0.96\nextstep\Cocoa\Emacs.base\Contents\Resources\En=
glish.lproj

=66rom the DOS prompt?  (You may need to tweak the "emacs-23.0.96" pa=
rt
in the same way djtar did when it unpacked the distribution.)

At such a speed, I'm not surprised it's a bit slow.  If it's not
too much trouble, could you please tell how much time it takes for
"emacs -Q" to start up on this system?
