1) You only tried DJPP 2.03 ports or even older.
2) DJGPP 2.04's beta/v2gnu/fil41b.zip silently ignores such requests.
3) Such requests are probably ignored, because plain DOS doesn't offer
an API to change a directory's timestamp. Touch would have to access the
FAT (i.e., a file's directory entry) directly, but it doesn't for safety
reasons.
