The question is "why ELF?"  The *reasons* for ELF are what cause all
the effort - shared libraries, position independent code, etc.
Converting DJGPP to be ELF is a lot of work; if you just want to make
some non-DJGPP ELF files, the right answer is to build an i386-elf
cross compiler.
