You are obviously running WindowsNT/2k/XP. I've also had this type of  
thing before and no matter how I tweaked XP, the only thing that  
worked in the end (and believe me, I tried a lot) was to re-install  
Windows from scratch :(

But perhaps you are lucky - have you at least tried to reboot Windows?
