Something is wrong with your Windows 2000.  It should provide DPMI services.
There should be a \WINNT\SYSTEM32\AUTOEXEC.NT file which contains
a line "lh %SystemRoot%\system32\dosx" to install DPMI support.

Since Windows 2000 is a protected operating system it will not allow
other programs such as CWSDPMI to run to provide DPMI.
