Spoke too soon.  A .a is created but it is nearly empty:

$ cat project/lib/libproj.a
!<arch>

Using "rvs" properly lists the objects that are supposed to be
added to the archive.  This fails in the shell too, so it's not
a make issue.

Any idea on what's happening?
