"No" it is available elsewhere and "Yes" it appears to be possible.

CDRTOOLS by Joerg (Jörg) Schilling includes mkisofs for DOS.
DJGPP sources and binaries are available to CDRTOOLS.
I haven't used this software so I don't know how well it works.
