That's not where FILES should be.  FILES is not an environment
variable, it's a system configuration parameter.  On DOS machines, the
place to put it in the CONFIG.SYS file; on Windows XP, its place is
the CONFIG.NT file.  There, you should make sure that there is a line
that says simply

  FILES=255
