FILES=255 in C:\Windows\System32\Config.nt should work to expand the
System File Table. DOS call 0x67 expands the current program's Job
File Table, and is used indirectly from fopen() by __file_handle_set()
in libc/dos/io/dosio.c to expand the table if required from 20 to 255.
I'm not even sure if DOS/VDM requires FILES=255 if you expand the JFT.
