It also depends on the OS you're going to use your DJGPP program on. On 
pure DOS Watt-32, as mentioned above should be ok.
On Win95 you could try libsocket.

Above it might get difficult and you might be better off using a native 
Win32 compiler, such as MinGW. Socket programming under Win32 is not 
much different than BSD Socket programming, only the parameters of some 
functions differ a bit.
