If it works under plain DOS or Windows 9X then it is an XP quirk. Some
resolutions / color depths / Vesa setups work under XP and others do
not.

One way of quickly checking to see if you can find one that is
appropriate for you is to try the Allegro demo program as it allows
you to set various items before it starts the demo.
