I think this requirement is quite misguided.  You're effectively
asking the maker of such a library to commit the very sin that making
libraries is supposed to avoid: needlessly re-inventing tools that
already exist.  It would be quite silly for the author of a GUI
library *not* to use the services of existing lower-level graphics
libraries like GRX or Allegro, and roll his own instead.
