From my interaction with the company in 2002 when DJGPP 2.04 was in

uses a number of utils from the V2GNU directory and they include them
in their commercial program.

Go back and ask them which version alpha or beta version of DJGPP they
use to build CH. And inform them that the most stable version was
reelased at the end of 2003.
When I dealt with them they were not very helpful and used an alpha
version that I built to do a commercail release of CH which was very
very very crazy.
If you go and grab the files from one of the following links then you
will end up with the latest version of the V2GNU files. I do not know
which ones you need:-
Now you have two options to choose from, you only need to do one:-
a) Download the 2.04 beta files from
http://clio.rice.edu/djgpp/win2k/main_204.htm
b) Download the 2.04 beta files from
ftp://ftp.delorie.com/pub/djgpp/alpha/v2gnu/
Do not download the files from
ftp://ftp.delorie.com/pub/djgpp/alpha/v2 as they are old....
