You appear to be posting from mv.com: their webpages say their news
server is "news.mv.net", try setting that up in OE; alternatively try
Google groups at: 
http://groups.google.com/groups?group=comp.os.msdos.djgpp

Make sure your OE and IE security patches are up to date. 
If you're on dialup, check Google groups before subscribing to avoid
high volume or binaries newsgroups.
