Since this is not about the DJGPP port of Info, this isn't really the
right forum to ask about the problem.

Emacs doesn't infoke the stand-alone Info, it has its own internal
Info reader, and that reader doesn't use the ~/.info file.

Start the Info reader like this:

   info -f info-stnd

and once you are inside the manual for the Stand-alone reader, type
"i .info RET", and read there.
