Every version of windows I've ever used has had a dos core.  It's one of
the stable parts of the system.  I haven't used windows CE so I'll not say
every version of windows because I don't personally know that to be
correct.  PC-DOS is still available along with freedos datalite dos and
dr-dos.  If any work is planned for these systems, I would recommend all
of them become expandable.  That is to say, they can find whatever memory
and whatever disk capacity is on a computer and fully exploit it without
hard coded limits written into the operating systems.
