ISO = International Standards Organization

As the name suggests, it's an international
organization that establishes standards.  It's based
in Geneva.  Its members consist of the national
standards institutes of 140 countries.

ANSI = American National Standards Institute
www.ansi.org

As the name suggests, it is an American institute that
establishes standards.  It is also one of the 140
members of the ISO.

With respect to C++, there are not two standards,
there is exactly one.  The C++ standard committee is
technically two committees:  the ISO committee and and
the ANSI committee, with an overlapping membership. 
The two committees generally meet jointly.  The C++
standard has been adopted by the ISO (in 1998) and
most if not all of the ISO's members, including ANSI
(also in 1998).  Since the same standard has been
adopted by both ISO and ANSI, and technically involved
committees from both organizations, the C++ standard
is sometimes referred to as the ISO C++ standard and
sometimes as the ANSI C++ standard.
