I think the problem is that the djdev 2.03 patchlevel 2 DSM has a dsm-version
field which is less than the djdev 2.03 DSM. But pakke should probably take
the latest version of a package and use that DSM. I think there is a bug in
pakke. I'll try to fix that for the next version.

In the meantime, here's a hack to make it work:

    cp -fav $DJDIR/manifest/djdev203.dsm $DJDIR/share/pakke/db

Let me know if you still have problems after doing that.

Note: I don't recommend that people mess with share/pakke/db directly.
