I have DJDEV203.ZIP  but I don't know where to look to see if it is release
2

I can't seem to find 2.04, do you have a link?

I already did all of that, exactly as stated in the readme. if I type PATH,
it shows me the path and "c:\djgpp\bin" is at the front of it. if I type
"set djgpp" it shows me "DJGPP=C:\DJGPP\DJGPP.ENV" and I already included
the text from the dos prompt in my initial email.
