They are functionally equivalent, but they are two different programs,
so have different bugs ;-)

gxx.exe was written as part of the DJGPP project to help C++ users
compile C++ programs without mentioning the standard C++ libraries on
the link command line.  By contrast, gpp.exe is part of the GCC
distribution; it was not yet available in the DJGPP port when gxx.exe
was coded.
