Yes.  The Windows shell cannot invoke DOS programs with a command
line that is longer than 126 characters.

Do it via Make: create a Makefile with the long command line, and then
invoke the compiler from the DJGPP port of GNU Make.  DJGPP programs
have a method of passing long file names between them; see the FAQ for
more details.
