Adding the following line to DJGPP.ENV:

[gawk]
...
COMSPEC=C:/WINNT/system32/cmd.exe

gives the expected result

F:\MCOLLADO>gawk "BEGIN{print ENVIRON[\"COMSPEC\"]}"
C:/WINNT/system32/cmd.exe
