IMHO what you have is a setup that does not support Win 2K or XP.

I suggest the following:-
1) Ensure that you have the DJDEV203.zip which is dated after Dec
2001.
2) Install all of the packages in order to re-build GPC
3) Build one of the smaller packages like diff 2.8 
4) Build GPC with the updated LIBC that is from item 1) above

or the following:-
1) Follow the "Current DJGPP status vs Windows 2000 and XP
(unofficial)" link at www.delorie.com
2) Grab the all  of the alpha binary files & install automake and
autoconf from simtel
3) Build GPC

If you choose the second option make sure you read the info on the
pages.

In either case you will need to build GPC with a LIBC that works with
2K or XP as GPC at Simtel is NOT compatible with 2000 or XP.
