Does this step pertain only to using the build.cross script or does it
also describe a necessary step in all linux host cross compiler builds
for the msdosdjgpp target?

I have been generally following the steps in the howto here:
http://www.delorie.com/howto/djgpp/linux-x-djgpp.html

but this one point seems to differ somewhat between the two docs.
