Based on the version number of gcc in your message (gcc2952b), you
have a VERY old distribution.  I don't believe lbinstdj.exe has been
distributed for some time.  I'm not sure where you got your
distribution from, but you should go to the djgpp website
(http://www.delorie.com/djgpp), click on "Zip Picker," and download
the latest distribution of zip files, which have changed quite a bit
from the versions you appear to have.  I suspect if you do that, and
follow the directions you find there (and which Sinan has repeated),
your problem will disappear.

By the way, make sure you either delete all of the files from the old
distribution, or else use a new directory for the new installation. 
In installing the new distribution, don't use any existing directory
for the old distribution you already have unless you have deleted all
the files there.  Also make sure your "PATH" does not mention the
directory with the old distribution if you keep any of those old
files.
