Please check again.  I just double checked Simtel, and in both 
djcrx203.zip and djdev203.zip libc.a is 637,286 bytes, dated 12/24/2001

If you see a difference, please double check your installs.

libgcc.a changes with compiler version; double check your compiler versions
on both systems.

It appears in libc.a in the djcrx203.zip on Simtel; this tells me your
cross install is old/broken.  What is the size and date on libc.a?
