1. You only need the *d.zip files if you want to generate printed
documents or some more esoteric formats.

2. All (relevant) docs in texinfo format should be in the *b.zip
files.

3. If you really want .ps, .dvi, etc format files, get the *s.zip and
build the docs from that.

Probably because the person either forgot or didn't have time to
package them up.
