Well, if you change the autoexec.bat, as is recommended in places, and you
are using
Win9X, Windows will tell you that you need to reboot for the changes to take
effect. So that
is where I got the idea.  NT/2000/XP does not require a reboot to do the
same thing.

Yes, if you change things more locally, with commands as you mention, you
can do
things without the need to reboot.  That is most cetainly true.
