Yes, that's true.

Only in the latest ANSI Standard known as C99.  It wasn't in the previous 
standard (called C89 or C90).  DJGPP doesn't yet fully support C99.

The development sources have an implementation of snprintf, so if you 
must have it, you can get it via the Web interface to CVS (see 
http://www.delorie.com/djgpp/cvs.html).
