If you are running in the 2000-Xp family you can create an 
environment variable DJGPP and give it a value of the right
path.

One thing I like about that family, you can change stuff like
that "on the fly", without rebooting, not like this 98 machine 
I have at home.

By the way, I usually set it for both global and local users
(or whatever the right terms are).  I have run into some funnies 
with XP where global environment variables are not seen by the
shell....probably my gross stupidity at work...
