Because they are free software and their sources are freely available.

And because we cannot really be sure WinZip and other proprietary
programs will always support all the options supported by Tar, GZip
and Bzip2.

And finally because some DJGPP uses still run DOS machines, where
WinZip will not help at all.

It also has a nasty habit of munging the directory structure, and
converts all text files into DOS CR-LF format.  This newsgroup has its
share of answering FAQs about botched installations whose cause is use
of WinZip.
